We attempt to describe for the example of frozen soils the processes of the local phase changes taking place in a nonhomogeneous medium under the action of an external stress field and study the influence of the phenomena taking place on the scales of the characteristic dimensions of the nonhomogeneities on the macroproperties of the entire system as a whole.
